This talk gives an introduction into the efforts in building open digital infrastructures for public health in Germany within the project GA-Lotse since 2021. We will talk about the challenges in procurement, development, maintenance and scaling open digital infrastructures into the highly distributed world of health departments in Germany.

Relevance:
Public entities at least in Germany don't develop new software only in a small part in true open source fashion. Public services could profit the most from open source but usually proprietary software is used.
About the project:
GA-Lotse is a software project with the aim to assist the Hessian public health departments in their daily business with a modern and unifying software. The project started development in late 2023, but was planned to be open source since the start in late 2021.
It is designed to be used from various health departments in Germany and is built as a highly modular and flexible software platform built after modern design principles. The project is controlled by the health department in Frankfurt / Main and is funded by the European Union (NextGenerationEU).
It is quite large with a budget of about 24 million Euro.
Bianca is currently working at the public health department of Frankfurt / Main in Germany. Her role right now is tech leader / main product owner of the software project GA-Lotse.
She has been part of various open source software projects in the recent years and does advocate for more open source software in government services and healthcare.
